EIGHTY FOUR, Pa. – The Washington County Community Foundation (WCCF) is pleased to announce the election of its officers, effective July 1, 2026. The Foundation elected Dr. Geraldine M. Jones as Chairman, Robert C. Griffin as Vice Chairman, Barbara A. Graham as Secretary, and Todd M. James as Treasurer.
Chairman Dr. Geraldine M. Jones is the former President of California University of Pennsylvania, now known as PennWest University. She earned both her bachelor’s and master’s degrees from California State College. She began her career as a second-grade teacher in the Albert Gallatin School District before returning to her alma mater to serve as Program Director for Upward Bound. She held numerous leadership positions at the university, including Dean of the College of Education and Human Services, Provost and Vice President for Academic Affairs, Acting President, and ultimately President. She retired from the University in January of 2021 after 46 years at the University. In 2010, Dr. Jones was named one of 50 “Women of Excellence” by the New Pittsburgh Courier, one of the nation’s oldest and most respected Black newspapers. She is a recipient of the 2022 WCCF Louis E. Waller Humanitarian Award and the 2019 NAACP Human Rights Award. Dr. Jones currently serves as Chair of the LeMoyne Community Center Board, Secretary for the Pittsburgh Walk of Fame and previously served as Vice Chairman of the WCCF Board of Trustees.
Vice Chairman Robert C. Griffin is the Executive Director of the Redevelopment Authority of the County of Washington and formerly served as Vice President of Waller Corporation from 1995 to 2005. Griffin has dedicated much of his career to advancing economic development and strengthening community organizations throughout Washington County. His civic leadership has included serving as President of the Board of Directors of Blueprints, President of the Washington NAACP, a member of the Washington Health System Board of Trustees, and a member of the steering committee that established Leadership Washington County, which remains a thriving organization dedicated to cultivating skilled, knowledgeable, and committed leaders. Currently, he serves on the boards of the Washington Greene Health Foundation, Washington County Council on Economic Development, Washington County Historical Society, World Series Tournaments, Mel Blount Youth Leadership Initiative, and Southwestern Pennsylvania Commission. He also serves as an advisory board member of Ignite, the Washington Area Business Incubator. Griffin is recipient of the 2019 WCCF Louis E. Waller Humanitarian Award, the 2006 NAACP Human Rights Award, and the 2008 Washington & Jefferson College Martin Luther King Jr. Service Award for Economic Development. He holds a bachelor’s degree in public administration and a master’s degree from the University of Pittsburgh School of Public and International Affairs.
Secretary Barbara A. Graham is a retired senior member of Peacock Keller’s School Law Group and Employment Law Group. Graham performed both her undergraduate and graduate work at the University of Pittsburgh, graduating magna cum laude with a Bachelor of Arts in Political Science. She earned her Juris Doctorate from the University of Pittsburgh School of Law. A member of the Pennsylvania and Washington County Bar Associations, Graham was also an active member of the Pennsylvania School Board Solicitors Association and served as its President in 1996. She received the President’s Award for Distinguished Career Achievement from the association, in recognition for her longstanding service and commitment to the organization as well as fellow solicitors.
Treasurer Todd M. James has been EQT’s Chief Accounting Officer since November 2019. Previously, James was the Corporate Controller and Chief Accounting Officer of L.B. Foster Company. Prior to that, he was Senior Director, Technical Accounting and Financial Reporting at Rice Energy through its acquisition by EQT. Prior to joining Rice Energy, James was Senior Manager in Assurance at PricewaterhouseCoopers. He is a Certified Public Accountant and holds a Master’s Degree in Public Accountancy, a Master’s Certificate, Forensic Accounting and Fraud Investigation, and a Bachelor of Science in Accounting from West Virginia University.
The Foundation also extends its sincere appreciation to Michael S. Anderson for his dedicated service as Chairman and to outgoing trustees James H. McCune, Richard L. White, and E. Alex Paris for their years of leadership and commitment.

The WCCF’s mission is to improve the quality of life in Washington County by promoting and facilitating philanthropy. In addition to issuing grants to local nonprofits, the Foundation also facilitates WCCF Gives, an annual giving event that benefits more than 100 local charities. It also provides free educational opportunities to help strengthen local nonprofits and continues to maintain the Community Snapshot website to identify community needs on an ongoing basis.
